Bill 47 - Transit Oriented Areas (TOAs)
Bill 47 designates concentric circle areas around transit hubs and Skytrain stations for high density development, setting minimum allowable heights around these Transit Oriented Areas (TOAs). The terms TOA and TODA (Transit Oriented Development Areas) mean the same thing and are used interchangeably.
Approximately 75% of Brentwood Park is impacted by this legislation.

Minimum allowable building heights vary depending on the distance to the Skytrain stations and major transportation hubs - with TOA rings designated at 200 m, 400 m and 800 m.

Minimum allowable height is 12 stories within the 400 m radius and 8 stories within the 800 m radius. There are no caps on these heights.

Parking requirements in TOAs have been removed or are minimal. Within the 400 m radius, no parking is required; between 400 m - 800 m, only 0.5 stall is required per dwelling unit.

Federal Government regulations call for the removal of all parking requirements with the 800 m radius, taking it a step further beyond Provincial guidelines.

Put plainly, in some areas of Brentwood Park, a developer is permitted to build a 12-storey building next to your single-family home without public consultation or the requirement to provide on-site parking!

If a developer is able to assemble 4 lots (53'x120') in the 400m ring, they have the potential to construct a 12-storey apartment building with 133 units (at an average size 650 sf per unit), and not be required to provide any parking.

If 4 lots are assembled within the 800m ring, a developer can build an 8-storey building containing 100 units (average size of 650 sf), and only 50 on-site parking stalls will be required.

Provincial policies now ensure that developers receive automatic approval without any city council oversight to build up to the minimum prescribed heights in each TOA ring (TOA Provincial Policy Manual, pgs 30, 32, 33).
Intense Development Already Underway at Brentwood Town Centre
Long before Bill 47, the City of Burnaby has already been a leader in Transit Oriented Development, focusing growth in four designated town centres, including Brentwood Town Centre where intense development has already been underway for the past 2 decades.
Development at Shape's development, The Amazing Brentwood, has already more than doubled the minimum densification requirement, going from a. 6.3 FAR* measurement to a proposed 10.53 FAR (Daily Hive).
*Floor Area Ratio (FAR) is a unit of densification.
